User No RSoP Data ONLY on Windows 10

We have one user who, whenever he logs onto a Windows 10 machine, no group policy applies.  Group Policy applies when he logs onto Windows 7 machines.  We copied his account - same group memberships and OU - group policy applies just fine on Windows 10.  It's not that group policies are being denied, when I run gpresult /r, I get "This user does not have RSoP data".  When trying to run a gp report from GP Managment Console, he doesn't show up on the list of users who logged onto this machine.  We have tried multiple Windows 10 machines with the same issue.   Other users in our domain do not have this problem.  

Not sure where to start troubleshooting this.  We would prefer not to re-create his account and move his mailbox over if at all possible.

Are you able to access sysvol and netlogon shared folders of the Domain Controller from the effected workstation?

Is this system has been Upgraded from Windows 7 to Windows 10?
Hi,

Install RSAT onto the Windows 10 machine, open gpmc.msc from the machine, configure the desired GPO once again. Reboot the machine and see if this makes any difference.

Open command prompt and trigger gpupdate /force and see if this throws any error?. Is the windows 10 machine has SSD hard disk? there was some known issue before where the policies won't get apply during the machine reboot, the reason is due to SSD hard disk speed, it boots up fast and login before the GPO gets prepared/applied.
