Whatsapp is a closed propietary system. If they don't want you to send it (without leveraging an existing browser session, which kinda of beats your .net app), you have no way to send any.
I suggest you use the more open (check the BOT API) of Telegram.
It's still not what you exactly want (you don't control Telegram as a normal user, but use the BOT function to get a similar result), but it's still a good solution nonetheless (I receive all my server alerts by PUSH Telegram messages), with mere 20 lines of code.

No third party needed. Whatsapp actually already has an API for you.
Except, they never mention any prices online. So you should just sign up and get the pricing (supposedly still free, but its intention is of course to have a per message billing). If you don't like it, stop the enrollment, if you like it, continue, and start using the API:
