Cannot get laptop / desktop to sync

trying to setup one drive on a user's desktop and laptop. The desktop is syncing fine. The laptop however will not let me sync the pictures or documents. I get "Your IT administrator has set a policy that prevents changes to known folders, Please remove that policy and try again". I can't find a fix anywhere. What is more confusing is the desktop is synced completely and the desktop folder is synced between them. Just can't sync the pictures or documents in the laptop

if  your laptop is member of an AD domain, check this policy:
Prevent users from moving their Windows known folders to OneDrive
