Internet Explorer and Windows Explorer keeps popping up

In Windows 10 Enterprise on a Dell Latitude E7450, Cortana keeps popping up. When I turn off or hide Cortana, Internet Explorer and Windows Explorer keeps popping up (strange). Even when I close Internet Explorer and Windows Explorer windows when they pop up, they come right back. Thus far I have updated all drivers and Windows. Not sure what is causing this or what else I should be looking at.

check first for malware, install, update and run Malwarebytes (free) https://www.malwarebytes.com/mwb-download/thankyou/
also, run a full antivirus scan
if the above does not work, try a repair install and keep your files :

Thanks but this is pointing to a hardware issue, I have totally reformatted the drive and reinstalled Windows. Still the issue appears with nothing but drivers loaded. I am guessing that there is issues with the touchpad.

Thanks Nobus, turns out it was the touch pad. However, this is a physical issue because all of the driver changes (updates & roll backs) could not get rid of the issue. At some point I will replace the touch pad. Thanks again!
you're welcome
