Fixing old DAGs after migrating to O365
One of the other admins here was tasked with decommissioning our on-prem DAG and Exchange 2010 servers after moving to O365. Unfortunately, he just uninstalled the Exchange server software on the servers and turned them off. This left quite a mess with the Multiple DAGs and Databases.
I'm trying to clean this up so that I can manage exchange properties in our Azure AD.
Can anyone gives me an idea on how to fix this mess? Below is the status of our databases.

We had about 6. I was able to delete most of the passive copies.

once you remove all passive copies from server, remove server from DAG, active copies in DAG will remain local on server, if all mailboxes are moved to O365 fro given active database, then check active databases one by one for any arbitration mailboxes, if found move them to any one active mailbox database and delete rest empty mailbox databases one by one from EMC /EMS

Ok - I finally got them all to remove and uninstalled.
Is it possible to install 2016 on-prem for user management and add it into the o365 hybrid deployment?

Did you removed all Exchange 2010 servers or you sill have anyone left, if your Exchange org is gone, then you need to install Exchange 2016 as fresh with new org name. If 2010 still present, then you need to do the Exchange migration.

I removed them all. They were all corrupted and broken. I've migrated everyone to the o365 cloud.

Would EXBPA not help here?
I am referring to Exchange organization. Whenever you setup new Exchange environment, it creates an Exchange org. Per forest you can only have, one Exchange org. If you removed the current org, then you need to recreate new one.
1st you need to turn on all of them and if already all mailboxes are migrated to o365, then delete passive database copies
after that remove active database copies, remove DAG
