How to add a seconed external dns server
We currently have external dns server which doesn't have any domains on it but does host our email mx records for all of our email domains.
My question is, how can I setup another external dns server to be a backup or redundant for the first external dns server?
The server is running 2008 R2 right now.

Commercial DNS services (except for Route53) support master/slave setups via the DNS AXFR protocol.
You will have to sign up with such a service and set it up according to their instructions.
Just verify that the service you choose supports secondary DNS with AXFR.
I can personally testify that it works with Zoneedit, NS1, Dyn, Ultradns, Akamai DNS. But any supporting DNS service will do.

(the first 5 zones you "host" there can be free).
I use that services as a slave of my internal Master server.
(You need to add all NS servers in the zone files with NS records to be authoritive.)
and the name servers need to be added as servers with the name registrars.
