Tabs missing so can't configure SSRS (2017) on Windows 2016 server

We have a fresh installation of SQL Server 2017 & SQL Server Reporting Services (SSRS) on a Windows 2016 server.

I am a domain admin and have local sysadmin access within SQL.

I am not able to see the tabs when opening a browser to http://servername/ReportServer.  So I am unable to configure the site and reports for users.

The DBA did do a restore from an older database (2008), so I am able to see 2 folders and their reports (content); however; I am unable to configure the site.

I've added to Trusted websites, ensured that UAC is off and local server firewall disabled.  

Any thoughts on how to get SSRS 2017 working on Windows 2016 so I can configure it would be appreciated.

did you rerun the setup wizard . SQL 2017 has its own reporting services installation

Thanks for your quick response, Not yet, wanted to make sure with the new versions there wasn't anything additional that had been done as I've finding little on Windows 2016 and SQL Server 2017.  Will see if I can attempt this tomorrow.
Not sure whether the Reporting Services installation was successfully done earlier but would request you to go through the below steps once again and configure the SSRS 2017 from scratch after uninstalling existing SSRS 2017..
