Need Help Removing Deleted Plugin CSS

I am needing to improve my website speed and running gtmetrix I get this message with a grade of F in this category

What's this mean?

The plugin that's causing the most problems is ultimate member. However, I have deleted it and purged the cache on the site but it is still showing up in ruining my timings.

Here is proof it is deleted.

By the way, I have restarted the server but there was no change.

Please help me to get rid of these css files.

No way to guess with out a real URL.

Tip: Enable WP_DEBUG + check your log file for oddball errors.

just substitute abc for theherbsplace

http://theherbsplace.com/ currently returns a 500 Internal Error, so you'll have to fix this first.

Since you're running WordPress, enable WP_DEBUG in your wp-config.php file + view your debug.log file to determine source of problem.

I just clicked on the link above and it opens up and I have cleared my cache too. I even tried a proxy server and it worked fine.
