The disk is offline because of policy set by an administrator

This is a brand new Server 2019 Standard Server. I use USB hard drives for Backup. Every time I put a disk in it shows up as being Offline and the information button yields "The disk is offline because of policy set by an administrator" and I have to jerk around with diskpart to get it online.

Is this yet another boneheaded move by M$ to have USB drives come in offline? I don't want to do this every time I switch USB hard drives. What is the permanent fix and why in the world would M$ make this the default????

In diskpart do you just have to make the drive online?

Those were the first to thinks I came across a week ago. It fixed the current disk that was in it at the time but when I put a new one in yesterday it came back.
