Built 6 PCs, one wont boot into bios

Just bought stuff to build 6 PCs.  5 work just fine, no issues.  The 6th one will not boot and I cant figure it out.  Since I have several CPU/RAM/PSU at hand, I have swapped parts multiple times and keep ending up with "bad motherboard"...However, I am now on motherboard #3 with the SAME issue!?!?!
PC turns on, as in all the fans run and the led on the mobo itself turns on - screen even detects "something" as it changes to HDMI 1 input - but nothing else.  No beeps ever - even if I remove ram completely and turn it on - same result.  I thought it was strange that on motherboard #2 even holding the power button in for a long time did not kill power to it - I had to pull the plug.  I thought maybe I was running into a firmware issue not supporting the Ryzen CPU from reading a few articles - but now that I am on mobo #3 (all DIFFERENT models) I can't imagine that is it - swapping CPU and ram to other PCs and the other PCs still work and boot just fine.  I've been doing IT for 20+ years and this has got me stumped!  Its gotta be something easy - aside from a "corrupt case" haha...I dont know what the heck it could be?

GA-AB350M-Gaming-3 is the mobo, I have 5 of these running just fine without issue
1 x 8GB) DDR4 DRAM 2400MHz C16 (PC4-19200) Memory Kit - Black (CMK8GX4M1A2400C16)
AMD Ryzen 5 2400G Processor with Radeon RX Vega 11 Graphics

Have tried the GIGABYTE GA-AB350M-DS3H (this is the one where power button wont turn it off, even after holding
Just got an MSI B350M Gaming Pro AMD B350 AM4 mATX Motherboard

I didn't realize until just now that all of these have the same "B350M" letters in them so I guess they share a similar chipset...The MSI one specifically said compatible with ryzen procs so I just don't know!

test with a minimlum setup :
1 ram stick, cpu, video card ( known good one for card and ram stick) keyb, + mouse
does it boot ok to bios ?
then add 1 disk drive and retest
Maybe you have a broken power supply.  Try your parts in one of the working boxes to see if that the issue.
and test the bad one with know good parts !

I am only running bare minimum.
I have tested the PSU and all other parts with known working ones...its gotta be the motherboard and ryzen proc issue.
do all boards have the same bios level?
can you test with an other cpu, prefereably a lesser one?
