Windows 10 Pro Update failures

I have 3 Windows 10 Professional 64-bit PC's in our network that will NOT upgrade to Windows Update 1809.  They are at Windows Update 1803.  When ever I click "Check for Updates" on these PC's - it comes back - Up-To-Date.   How do I get these PC's to "1809" ???  Can I manually go to "1809" ???

I have come to realize that *we* aren't expected to do this as a normal thing.  *They* will do it when they're ready.

What we have control over is which "circle" of readiness a computer may be set in.  At that, there can be little control of when updates happen.  

I've had it both ways:  surprise early updates and delayed updates like yours.  Much has to do with how you set the update deferrals.

John, Thank-you it worked perfectly ... Upgraded nicely !!!  Took an hour plus; but, worked.  But, the Start Menu button is NOT working on two PC's & the Notification button (bottom right corner) is NOT working on the same PC.  Suggestions ???

John, In the process of trying out your suggestions.  Tried the DISM - without success.  I am trying the Repair install; but, it fails after downloading the ISO & during the verifying of the file.  Am trying a 3rd attempt.  Will let you know what happens.  I do truly appreciate the assistance, beyond mere words can express.

You can try making the USB Key on a different working computer.  Once done, come back to the one you are working on, make sure it is up and running, then insert the USB Key and run setup from it. That should work.

John, Thank-you for "ALL" the help and assistance.  It was a long night; but, productive.  Had to do the Repair install to get the Start Menu & Notification buttons working again.  Success.  Client will be very happy.  Wish I knew where you were I would send you a Christmas present ;-)  Again, Thank-you greatly ..........
