I cannot open the google translator with following error message.
This might be because the site uses outdated or unsafe TLS security settings. If this keeps happening, try contacting the website’s owner.
Your TLS security settings aren’t set to the defaults, which could also be causing this error.
I have checked the options under internet options - advanced - Security and Use TLS1.1,1.2 and ticked. I also ticked Use TLS 1.00 and restarted the I.E but made no difference. Only difference I can see b/w working and non- working I.E is the version difference. I have attached the screen shots for both working.GIF Non-working.PNG

Working version is a newer IE version, so your first step will be to update the non-working version.
Problem might be the issuer chain for Google SSL (TLS) certs has updated + your downlevel IE version contains only old chains.

Given the news last week regarding an IE Zero Day bug (article link below), I would recommend updating the non-working version immediately.
Google translator should be able to support TLS 1.2., 1.1, 1.0. See the SSLtest on the server on the cipher suite
The google site supports TLS 1.2 (AES 128 or ECDH_P256)
I tried Chrome 71.0.3578.98 (Official Build) (64-bit), FireFox 64.0 (64-bit) and IE 11 (11.09600.19230 (with similar Dec 18 update installed @ 11.0.101). The IE has all the TLS checked as well but uncheck on SSL 2 and SSL3They are alright to reach translate.google.com. Can try using IE InPrivate browsing to see if it works.
