Software to allow viewing of larger image icons

I am running Windows 10 on my Lenovo laptop.  I have several different file management software programs, but none of them enable me to look through the picture files for sorting/selecting by seeing larger images of the photos than that permitted by the Windows Explorer "Extra Large Icons" view.  It isn't practical to have to open all the photos in one of my image programs (which, of course, would enable me to see them full screen), since I'm sorting through thousands.  Is there a file management program that can provide really large (or, even better, scalable) icons?  I thought that the now-defunct PowerDesk software allowed this.

let me add to what John says - you can use IrfanView 's Batch Resize option to create smaller image sizes by folder.

make sure that you select the option to rename the new files so as to not overwrite the existing files
