Windows 7 has a built in update troubleshooter which can be accessed through the control panel.
It can be found in the "System and Security" section in the list of troubleshooter
Please run it see if it fixes the issue.
For more information on what it does (renaming software update folder, restarting services etc.) and how to run it, refer to the article below.

Please clarify.

Search the KBxxxxxx number on the windows catalog (google search will give you also the correct result).
Then download it (it's an MSU file) and install it.

Try to finish your updates for this month with WSUS offline instead. That should fix it enough that next month, automatic updates should take over again.
http://download.wsusoffline.net/

Download (link is to the right, on the Version 11.5 link) , unzip in a folder. Run the program, detect the updates.
After it's done detecting and downloading, exit the program.
Now inside the Win10 updates folder, find the updater and run it. After a few reboots, it should be ok.

Thank for your advice.
As it is not Microsoft solution and it is 3rd party solution,
we could not use it.
Do you have any other solution?

Commented:
If you only want to use MS, follow these steps. It will take quite some time to get things up to date again (first windows update detect could take hours):

I had tried it but invain.
As we will replace win7 with win10, we don't need
to solve the problem.
I will closed it.
