Format and erase data off hard drive
Utilziing RunTime Live boot ISO right. Does this utility have the ability to write 1s to hard drive? I want to format and write over any preexisting data. What's the best boot ISO utility for that? Please provide directions if not an easy to (point and click) perform task.

usually, you can use the disk manufacturers disk diagnostic to do that
free tool to wipe disk: lest asume you need to wipe /dev/sda (can be done using ANY linux basded live CD).
then for i in ( 1 2 3 4 5 6 ) ; do dd if=/dev/urandom of=/dev/sda bs=1M ; done
Note this will take a while. (it reads a random string and writes that to disk and that 6 times....).

I did the DOD. It took overnight to perform the wipe. Are the manufacture specific software a lot faster? Do the Manufacturer format software come with ultimate boot CD?

DOD means that it will take several runs writing random values on each sector so the fact that it takes so long is absolutely normal.
The real question here is do you need to simply format the drive to reuse it, or do you need to securely wipe the drive to dispose of it?
If you are reusing the drive internally, then a quick format is all you probably need.
If you need to securely wipe the drive then, yes, it is a slow process. The other approach is to simply take a hammer to the drive and smash it so it physically is broken and unrecoverable.

since the Q was to write the disk with all 1's, the answer is : YES
