Any iOS / Apple note taking apps that can do transcription WITHOUT needing an internet connection?

Try GoodNotes4 . You can sync the notes but I don't think you need Internet to work

Do you want a voice recognition or handwriting recognition? Assuming its handwriting recognition there are several apps which offer OFFLINE handwriting recognition
