Is there a way to disable Outlook from disabling certain add-ons.

One user out of 10 continues to have problems with Outlook blocking Workshare. No indication why this happens on her computer and not any of the others. I go to Disable Items and enable and it works fine for a week or so.

The article is not  an option because the article discusses changing the following registry entry "HKEY_CURRENT_USER\SOFTWARE\Policies\Microsoft\Office\1x.0\Outlook\Resiliency\AddinList" which does not exist on this computer. The key in the article only goes to "HKEY_CURRENT_USER\SOFTWARE\Policies\Microsoft" on the computer I"m inquiring about.

This location is available, "HKEY_CURRENT_USER\Software\Microsoft\Office\15.0\Outlook\AddInLoadTimes" but I'm reluctant to make changes in the registry that are not specific in the article.

Can you try looking at this reg location HKEY_CURRENT_USER\Software\Microsoft\Office\Outlook\Addins

The LoadBehavior should have a value of 3 for those Addins which you want to load.
The value is not in decimal, it's the same value as the keys shown in the above image and below.
