I currently have a user absde@abc.com forwarding to user@efg.com. When deleting a user/mailbox (absde@abc.com) in O365 (hybrid), is the forwarding turned off?

it depends how you set forwarding?
if forwarding is set on mailbox and mailbox itself not available forwarding will also not work
however if you set transport rule to forward email, it will still forward emails even after you delete account - this need to be tested as I don't have lab write now

if you have used forwardingsmtpaddress attribute on the mailbox to forward, then as long as the mailbox is active and accepting emails the forwarding should work.
it is best advised that you should do a use case to test what happens to the office 365 mailbox and forwarding once you delete the on premise object.
generally, in DirSynced scenario, it will also remove the office 365 Ad account, due to which the mailbox will become inactive and the forwarding will no longer work.
Thanks John. We are trying to reduce O365 licenses, but I have found that when the license is removed, forwarding ceases. Is there a way to implement forwarding without retaining the license/account?
