Placed in Azure where IPs might be allowed to access resources??

I have a web app in Azure and I’m trying to figure out where IP allowance might be occuring. That is, IPs that are allowed to access the website from a browser.  
I checked networking on the resource and don’t see any IP restrictions set. Meanwhile our public IP internally can get to the site, while others cannot.

Ah ok, so the "App Service" is part of an "App Service Plan". Clicking the "App Service Plan" brings me to a page that shows me a link to the "App Service Environment name".
Then I try and find a NSG based off that name and trace the Network security group > Inbound Security Rules?

Hmm I clicked to the respective Security Group and just see these types of resources within it:

I guess that means if there's no NSG there, then it's probably being done at a DNS level somewhere else outside of Azure?

Ah, ok. So the SQL Server one does have some IP's in it.
So that means if it's not there, the actual Website won't even load? even if the webapp itself doesn't have "IP restrictions" configured?

On thanks.  The site definitely loads from internally. But not from outside.
There is cloudflare in front so I'm wondering if maybe that's it and I could let the right contact no. I don't know if Fiddler will show me if it's stopping at Cloudflare?
