How do I keep the HP bloatware and other programs from installing every time a new user logs onto a Windows 10 pc?

I am in a domain environment. How do I keep the HP bloatware and other programs from installing every time a new user logs onto a Windows 10 pc? I get the desktop and start menu set just the way my user needs but when they log in, all of the unnecessary software returns. Is there any way to permanently remove these unnecessary programs?

Are you familiar with how provisioned apps work?
What software are we talking about? "HP bloatware" is not helping me to figure that out.

When you "get the desktop and start menu set just the way my user needs", how do you do that?

I not unstand this... I think that the software are already installed on the PC and maybe every time you connect with a new user you are asked for specific configurations or acceptance of the license

You must unistall these software from Control Panel if you do not need, in an domain environment the best is do an image with only the operating system and the necessary drivers

There are a lot of unnecessary HP programs/apps that come preinstalled on new win10 machines. For example: HP client security manager, HP jumpstart, HP phonewise, etc. I also disable Microsoft edge because it is not compatible with the software we use.

I like to put certain shortcuts on the desktop, and/or pin them to the start menu or taskbar to make it easier for my users to use company software. However, every time a new user logs onto the pc, all of the tiles and edge returns.

I hope this makes sense. I never had an issue with win7... once I removed an app or program, it was gone.
If you already uninstalled that bloatware abd it keeps returning then your system is being recovered each time you restart it. Go to settings and uninstall the programs from this machine.
So you are not familiar with provisioned apps?
And what user do you use to "put certain shortcuts on the desktop…"?
