Reports of that registry change fixing Windows 7. But so far nobody reporting successful Server 2008 R2 fix.

Just as I typed that, the server logged in. This resolved the problem for everyone so far.
Workstations had to restart first (Not just a log off/log on).

So far adding the registry entry has fixed all computers. Including the servers in which I have reinstalled the KB4480970, and Windows 7 file servers with KB4480960. At this time, that is the best solution available.
