Is there a Chrome Extension or way of blocking or adding ADMIN level permission to allowing Chrome Browser extensions to be installed? Have a customer that constantly installed malicious chrome extensions in the browser.

you can whitelist some of your allowed addons by specifying their ID

you can even force the install of some addons:
user configuration | administrative templates | google | google chrome | extensions
   - configure the list of force-installed extensions
get the extension id from the extension tab by enabling developer mode  and also add it to the update allowed extensions.
