"Send AS" permission in Exchange vs O365 in hybrid mode

Hi,

I just need update about O365 in hybrid mode with On-Premise Exchange. Two years ago I remember that some permissions like "send as" is not working if the concerning mailboxes are not in same side (one is on premise and other on O365). I heard that this issue has been fixed or improved now. Is that true? Just out of curiosity which Powershell cmd should be run to give "send as"permission?

What happen with "Mail Enabled Universal Security Group"? I see that AD Connect has synced it in O365 but does it still work even if all members are migrated yet? I'm still talking about send as...
If any mailboxes have permission Send As, Send on Behalf, Full mailbox permissions on other mailbox then we to migrate those mailboxes in a single batch as Microsoft Office365 does not support cross premise permissions.
