What is the meaning of Annotate (Blame) in GitHub
I am using visual studio 2017.

Using  git blame (annotate) freezes all of Visual Studio until complete and can take up to 10 minutes to complete. Using git annotate on a file blocks all visual studio usage until it is complete instead of loading in the background. It can also take up to 10 minutes to annotate files

Annotate (Blame) is the part of the plugin that provides the Blame function you would normally get in a GIT repository. In a nutshell, it shows you when and who made the most recent changes to a specific part of a file. If it is available, you'll also get a link to the last commit which changed that section of code.
