The problem is I don't get the even see the option for reseed or resume replication. Can i resume replication from command line option?
Use update-mailboxdatabase copy cmdlet from shell and check if it updates the copy
Can you run Get-MailboxDatabaseCopy | fl *
also you need to check if which is your active database
U can use command line options to reseed copy but before tat we need to ensure that active database copy is mounted and healthy

have you tried reboot passive server?
If after reboot still command fails, probably you need to remove copy and reseed again

The only option i can see is to remove passive server copies from DAG and remove passive server itself from DAG.
Force AD replication
Readd server in DAG and add passive copies again
