the content index state is unknown I tried restarting replication didn't work (on both servers)
you can reseed passive copy and chek
The problem is I don't get the even see the option for reseed or resume replication. Can i resume replication from command line option?
Use update-mailboxdatabase copy cmdlet from shell and check if it updates the copy

Can you run Get-MailboxDatabaseCopy | fl *

also you need to check if which is your active database

U can use command line options to reseed copy but before tat we need to ensure that active database copy is mounted and healthy

the attachment is the state of my servers. How do I bring that service up
service-down.docx
So all passive copies on Mail2k16 are down?

1st try
Update-MailboxDatabaseCopy "dbname\mail2k16"

one by one

if you get log filer exists error, add -DeleteExistingFiles switch
this what i got
service-down.docx
have you tried reboot passive server?

If after reboot still command fails, probably you need to remove copy and reseed again
not yet next on my list
reboot didn't help passive service is down
my second server not showing in database availability group
Reboot no good, this is what i am seeing
service-down.docx
The only option i can see is to remove passive server copies from DAG and remove passive server itself from DAG.
Force AD replication
Readd server in DAG and add passive copies again
