How to mount an ISO to Vsphere web-client? with your local PC

How do I mount a local drive or ISO to VMware® vSphere 6.5 with the web interface?

I'm trying to repair one of the ISO that stuck into a boot loop

From the web client you can launch the remote console for it and attach locally.

You can also upload the ISO to one of your datastores and then attach after editing the settings.

I've seen a few remarks on searching that using the summary page and selecting the connect button for the CD drive showing a local location; however, I'm on 6.5 and that's not showing for me.
