Is it Possible to restrict Views in Exchange Admin Center in a Multi Tennant Enviroment In Exchange 2019

I Have used RBAC To restict how the roles function However Administrator of Other Organisational Units can still see all other Tennants in Other Organisational Units

Even though they cannot edit it, We would like the Admin Of each Org Unit to only See Users of that Org Unit

I have not read anything about it yet, so I'd think that is not possible to do right now.

you need to configure the read scope for every tenant

by default it is organization

Article might be old but the concept hasn't change since.

Apparently this cannot be done i have managed to create scopes but the admin for that particular OU can still see other Users in Other OU's

if anyone can clarify this much appreciated

No you can not restrict the views. You are correct your RBAC rules can restrict the functionality of admins, but not the actual views. They will see all users and mailboxes in your environment if they have any type of admin rights such as something as simple as help desk. No you can't hide anything.
