Outbound data via TCP IP 443/80 not sending unless a browser session is active

We have a system that is meant to send out data and messages to an external system (via 443/tcp 80/tcp). This extract system was working perfectly well when our internal system was hosted on Server 2008 R2. We have recently upgraded to 2012R2 and the extract is unable to send outbound data except we have an active browser session by launching the browser and visiting an external website (any website at all as long as it is on the internet). Once the Browser session is closed, the outbound transfer of data becomes impossible.

Explain what "We have a system that is meant to send out data and messages to an external system" might mean.

Specifically provide an example of an outbound request (using a command line tool like curl), along with the error you receive.
Sounds like you have misconfigurrd a firewall rule.  Note that when browsing the web (say, port 443), that is the DESTINATION port. The source port is often different and is usually a random high port. Source and destination ports can and often are different and has caught and firewall rules before.
Check the firewall outbound rules. Is there one which relies on the browser's process name?
What browser you need to use to open the connection? IE or any kind (like Mozilla Firefox) ?

We do not have an error output unless the reports which is meant to be extracted and sent do not run successfully. We have a heartbeat so when the browser gets closed off it stops the heartbeat. And when the Browser has an active session the report is sent successfully and the heartbeat stay on. I have attached a screenshot of when the data is sent successfully (when browser session is active) and when it fails when the browser is not open.

The Browser we tend to leave open is IE.
Wireshark it. See where it's getting dropped.
