How to create a website like?
I would like to build a website that has content (videos, pictures, .zip files) and the ability to download the content for only the people who sign up and pay a monthly and or yearly cost. What skills would I need to know to achieve this? For example, when signing up to Expert-Exchange, you need to create a account, what tools are behind that? Database? I don't know the correct "tech" names.

Question I have from your question. Do you have an experience Web Admin, developer, Accountant, etc to run a eCommerce business? I agree with Kimputer. From the question you seem to have little to no experience or knowledge of the technology you are asking about. This can get you in some trouble if you are holding peoples personal information like credit cards numbers, names, emails, etc......

What's the best way to learn things like this? What's behind websites that require login information, account creation, resetting password and or usernames etc..? Uploading content for users to view and to download?

1) WordPress will be your CMS.
2) GeneratePress as your theme.
3) Beaver Builder for site layout.
4) A plugin to manage memberships - payment handling + providing various content to logged in users, based on membership level.
Your budget will determine what plugin(s) you choose.
5) A plugin to manage downloads. This may be included in #4, depending on what plugin(s) you choose.
