A Wi-Fi router (decent quality for 30 people) would do the trick nicely. Depending on use, total bandwidth could be an issue. Get a NetGear or Cisco RV series Wireless AC and N router (dual band). Make sure it has good throughput.
Then hook the WAN port of the router to your Internet Supply and allow the router to serve DCHP.
If the area is big, you can add a Ubiquiti Access point.
Small hotspots and phones are good for 5 people plus or minus, so you need a good quality robust Wireless router.

John may have misunderstood. I am assuming you want something that can share a cellular data connection?
I have used AT&T Mifi for multiple users, but not 30. Unless everyone is careful about disconnecting when not in use I don't know if a single device will work for you. If you decide to try it be sure to keep track of any data caps on the plan.

Thanks and I was happy to help you.
FYI John and I said exactly the same thing. A Mifi is a "cellular device" with a router built in. No need for a separate device.
