Unable to Login to Windows 2016 DC (Read-Only) while offline

Hello  I have a Windows 2016 Domain Controller that is a Read-Only DC.  I need to be able to bring this server up and log into it when it is not connected to a NIC card.
The error I get when I try is  "There are currently no login servers available to service the login request?"  It does not seem to be storing the Cached Password like my Windows 2008 DC do.

Please help
