I think that the Windows 2016 Domain Controller is the first DNS server, but you have also specified a second DNS for the Windows 2008 DC?<br />

In this senerio I only have two Windows 2016 Servers. &nbsp;This is only client where I have this issue. &nbsp;My other clients are totally isolated from this one and they happen to be Windows 2008 DC and RODC without this issue. &nbsp;I'm booting up the Windows 2016 RODC offline so IP is not relevant. &nbsp;I think it has something to do with the RODC not keep the Cached password but I'm not sure.<br />

RODC will not cache administrator credentials by default. This is by design for security reasons. This is one reason why I make sure our RODCs have a NIC set for DHCP when I move them to new locations. With a static IP, there is no way to fix the networking configuration because you can't login with cached credentials if the networking is busted.<br />

Have you tried booting into Directory Services Restore Mode? I haven't tried that. It seems like it should work.<br />

Correct. Why did you build it as a RODC, is the location insecure? Just rebuild it, easy and quick. You really need to assign a designated admin when you deploy a RODC
