Microsoft 365 Enterprise licensing; When you subscribe do you still need CALs?

Microsoft EMS overview states it provides windows server CAL's, does this mean we can subscribe to EMS and not purchase traditional CAL's for on premise Windows Server Enterprise?

Additionally, a hybrid Exchange setup setup with an On premise Exchange server, if you subscribe to Office 365 Enterprise, do you still need to purchase Exchange CAL's?

First of all, for any licensing questions you should be talking directly with your local Microsoft representatives, no one here is authorized to quote licensing terms on behalf of Microsoft. But no, you dont need CALs for Exchange as long as you have a qualifying Office 365 license. And Windows Server CALs are included in qualifying EMS/M365 plans.

for O365 enterprise plans, you do get onpremise exchange hybrid key (2010/2013/2016 and may 2019 as well) as part of subscription to install hybrid server for user management, you should not host any mailboxes on this hybrid server

If you could post link where Microsoft states that with EMS you also get onpremise server CALs

Hybrid sever is not for hosting production mailboxes and its for purely user management only (Managing exchange specific attributes). If you host mailboxes you need full exchange license. since you don't host mailboxes onpremise , you don't need exchange onpremise standard CALs as well

We intend to host with our on prem server and plan on purchasing the full exchange license.  We'll use the "outlook" button on office.com to redirect to our exchange OWA.   Will we still need standard exchange CAL's if we purchase office 365 E3?

As long as the mailbox is on Exchange on-prem, yes, you will need an Exchange CAL for it. If the mailbox migrates to Office 365, then the Subscription covers the CAL.
