Are we talking about local folders or folders on a network share/mapped drive? If networked, please try to update both the network card driver at the client and at the server to the latest version. Another test would be to use the IP address instead of the server name.

Is it the same folder or all folders o the PC? local or network share?
Is this the same PC as your other question with an offline files issue?

On the Windows 10 machine, open cmd.exe with Run as Administrator. Run:

1. SFC /SCANNOW and allow to complete.

2. dism.exe /online /cleanup-image /restoreheatlth

When these two steps are complete, restart the computer and test.

Tried the commands. SFC /SCANNOW or dism.exe /online /cleanup-image /restoreheatlth did not find any problems. Reboot and problem continue.

Then try a Windows 10 Repair Install and Keep Everything. That does not fix damaged Windows User Profiles.

Windows 10 is running, so click on the Download button (not Upgrade Button, select Save.
Create a USB Windows Installation key and then run Setup on the USB Key.
This will launch the Repair and proceed normally.

Does not the Windows 10 version need to be correct? This one is Enterprise.  My guess that the link you gave is not Enterprise and that I would have to download the latest Enterprise version before attempting a Repair.  I also guessing I could use DVD as well.

I had search on the Dell Support page.
Desktop
This time I select update driver in  Device Manager. Device Manager found a driver update.
NIC is IDed as Realtek PCIe GBE Family Controller by Device Manager.
Server.
Per Device Manager, driver is up to date.
NIC is IDed as Boardcom NetXtreme Gigabit Ethernet.

I meant to ask for the driver dates (not dats ;-))... anyway, compare the dates to

and maybe
https://www.broadcom.com/products/ethernet-connectivity/network-adapters/1gb-nic-ocp/bcm5719-4p#downloads 
About the broadcom one: your info is not enough, I'd need the hardware ID string as seen in device manager device properties.

Does the same issue occur on local folders on the PC? do yo have any other shares (not on the Seagate) you can try. just need to establish if its an issue specific to shares on the Seagate NAS or on the PC in general....

On the desktop, device manager says Driver Date 7/23/2015 Driver Version 10.3.723.2015. The file you pointed out is Realtek PCIe GBE Family Controller Win10 Auto Installation Program LAN Driver 10028_07302018 for Windows 10 (10 MB). Looks like driver on the website is more current. Download, select installed, allow uninstall, select install again.  

Server Driver date 8/21/2017.  Driver Version 20.6.0.5  There was not a device property/ Maybe the following will help

If I boot into safe mode, then I have no network shares at all.
If I log in using a different user, the results are the same.

If I use Windows 7 computer then the results are normal. (Updated the Windows 10 to match the Windows 7 Seagate driver revision.
Next question would be does Seagate run on Windows 10?

Seagate Software for Seagate drives ?   There should be a Windows 10 version for that.

The Hardware ID says it's a Netextreme Gigabit Adapter by broadcom, so please compare your card to these 3: https://www.broadcom.com/products/ethernet-connectivity/network-adapters/1gb-nic-ocp/ and see what you have. These sites have download links.

So you installed the realtek driver already but no change of behavior? Than install the broadcom driver, too.

Ok. So local is fine, just network shares.

Ive got three likely things to consider:
A) reset explorer settings to default on one of the shared folders:

B) youve installed an application thats causing issues (most likely something jntegrated into the explorer right-click comtext menu like dropbox, 7zip, winrar etc. Try removing one at a time to see if it helps.

C) check you dont have any old network drives hanging around. Runnng ‘net use’ in a cmd window will list all current conmections hanging around.

I did not find the link https://www.seagate.com/be/nl/support/downloads/ to be helpful as I have to know where to go from that link. For firmware, I only have to login to the Seagate external drive and download the firmware there. The direction I was going was the Sdrive. Since I had no clue at https://www.seagate.com/be/nl/support/downloads/  and search did not get me anywhere. I searched on what replaced Sdrive. That gave me https://www.seagate.com/manuals/network-storage/business-storage-nas-os/remote-access/sdrive/ then I did find a newer version and install that.
Your help has saved me hundreds of hours of internet surfing.

The newer version of Sdrive did not help. However, I was going in the right direction. Talked to Seagate support said that Sdrive was not longer supported. I ask then how does one access the Seagate. Seagate support said through (Windows 10) file server. However, I can not see the Seagate in file explorer and Seagate support had no answer.


Can see the Seagate in Windows Server 2016 file server.

if you can read and write ok to that drive, imo it means your windows is corrupted and needs a repair, or reinstall

If Seagate external drive can be seen on Windows 7 and Windows Server 2016 and not on Windows 10, then have a Windows 10 issue as suggested by https://answers.microsoft.com/en-us/windows/forum/windows_10-hardware/cant-access-4-tb-seagate-hdd-on-windows-10/8a6ff93c-2fb0-4803-b576-a7276d1338cd

I believe the answer to this case is to stop using Sdrive. However, I have to get a alternate method to prove the problem goes away.

I read the article.  We have a 4 TB Seagate Backup Drive at a client and it works fine on Windows 10 Pro V1803. I have verified that.

So you could have an older Seagate drive. Perhaps there is a firmware update for it.

The Seagate firmware was just updated yesterday.

The Windows 10 file explorer refresh problem does not show on local drive.

I just updated the Bios on the computer yesterday.

The message when trying to access the Seagate is Windows cannot access \\Seagate-DP4

Check the spelling of the name. Otherwise, there might be a problem with your network. To try to identify and resolve network problems, click Diagnose. (Diagnose can not find a problem.)

This particular computer is Windows 10 Enterprise but I don't think that makes a difference

Will check on other Windows 10 computers.

Windows Server 2016 works fine.
This is the best money I have ever spent. I cannot not tell you how many times these folks have saved my bacon. I learn so much from the contributors.

(Diagnose can not find a problem.) apparently cleared by adding the Seagate to the domain. The result was did not see the Seagate at all. Checked 3 computers.


2. Can not see Seagate in Windows 10 file explorer. Talked to Seagate support. The workaround for SDrive is to enter the Seagate ip address (\\ip address in Quick access). That allows to see the folders. Next, have to use the local user and password to access each folder and select Remember the credentials. Then map the drive so it will appear next time.  Do not see the file explorer refresh. However, told the file explorer refresh problem is intermittent. Therefore, I will have to wait.
