What is best possible VPN connection speed?

I am creating an site to site VPN where the client is editing large photos and video files that are hosted on cloud server. What is the best way to connect  to get the best speeds?

This relates to the outgoing IP pool maintained by each VPN.

Also VPN pools tend to by throttled over time by ISPs.

I've tested many VPNs + so far Private Internet Access is consistently fastest I've found.

The VPN speed is limited by the bandwidth of your internet circuit, service level of the internet (which is out of your control) or service level of your private circuit, and the vpn throughput of the end devices that VPN is terminated on.

...and the encryption overhead. Azure, it is about 20% loss unless you use ExpressRoute which does not require a secure tunnel
