Windows cannot access the specified device, path, or file. you may not have the appropriate permissions to access the item

Getting the following error when trying to run User Account Control or System Restore from the search bar on a new Dell Precision laptop with a clean install of Windows 10 pro using the Windows 10 download tool.

"windows cannot access the specified device, path, or file. you may not have the appropriate permissions to access the item"

I ran sfc /scannow, no errors.

I can run user account control and system restore from the .exe files in the folder.

I'm concerned it is an issue with the drive and don't want problems down the road running other programs.

Any help is appreciated.

Forgot one thing.  This issue only shows up after I join the laptop to the domain.  I can access User Account Control from search bar before joining the domain.
