mouse staying in one spot

Ihave a HP Desktop with and HP monitor and microsoft mouse. For whatever reason, the mouse will not allow me to move even a half inch from the right side so I can at least get to what I need to fix itr. The mouse moves very erratic. Shaking is a good word. I wanted to see the settings but cannot get the mouse to connect to anything. Tomorrow, I will try to remote in and check the mouse settings. Not sure if anyone has seen this. This looks more to be a mouse issue. The mouse works fine on another computer but not this one desktop? If I could have only got the mouse to get to the settings?

More information will be helpful.  Is this a wireless mouse or a wired mouse?  If wired, is it a serial mouse, PS/2 mouse, or a USB mouse?
you need to be hands and switch out the mouse and then use a different mouse
does another mouse work fine, or not?
does it work in safe mode?
 you can Always uninstall the mouse from device manager, and reboot to reinstall it
Have you tried the mouse on a piece of paper?
I have seen this happening on desks with high gloss.

I have done all of the above on the first troubleshooting. It is a wired mouse. No PS2. Tried on 3 different mouse pads. Tried on paper as well. Problem is, I cannot get to the device window or control panel as mouse will not move off the right side of the desktop.
I can almost  get the mouse to the spot to click and it jumps back to the right side Not sure yet what the function key is for an HP to  get it in safe mode.
Safe mode
Press F8 during startup (Windows 7 - 8 and 10)

I figured it out. I pulled the ram and reset it and the desktop now works fine and the mouse does what it is supposed to do. Thanks for all the help. The safe mode comment also helped.

No problem. Thanks for the help. Funny what you find that the answer is not even close to what you think. Removing the ram was a long shot. I had seen this on other issues as a fix, but never would have thought it involved memory. The new HP desktops seem to have issues with ram seating when the desktop comes right out of the box. Like I said, it was a long shot, but since I had seen these steps fix other issues, why not try?
i agree it's weird, but with pc's anything is possible; there are millions of parts involged, hard and software wise
