Email sent out to Group after Owner(s) rejected

I have a email group with two owners who can approve or reject messages sent out to the distribution group. However, one of the owners of the group rejected the email yet it was sent out and the other party also confirmed they didn't approve it.

I attached the rejected email message.  Showing that the group owner refused the approval.

Can someone explain the logic, can another group owner approve if one rejected ? Will it still go through?

They are moderators and not owners, owners are different

if message is rejected by one moderator, it already send back response to original sender and deleted from outlook and tere won't be any accept / reject button on deleted message

If both moderator act on message same time, one of moderator action is processed while other get message that another moderator already processed request
