How to implement specific shipping charges in WooCommerce store?

My client wants to configure two types of shipping in her Woocommerce store:
1. Some products will be $12 shipping, regardless of how many products are ordered.
2. The remaining products will be $12 shipping for the first item, but $6 shipping for all additional items.

Can this be done without a woocommerce extension? If not, which extension would enable this?

Thank you.

This can be set up in the API with Per- ITem

Each Item in your cart is sent to the USPS API. Quotes for all items combined to calculate the final cost.

Under the Media Mail, you must select Retrieve Standard Service rates from the USPS API option.   You then will have two options

A: you can do nothing which allows any time to use MediaMail or B: if the only some of your products are eligible for Media Mail you will need to give each product a shipping class and restrict Media Mail to use only that class or classes.

Thank you for your response.
the client is not shipping via USPS or any other common carrier, and is in a non-USA country.
Therefore, I am not sure how connecting to USPS will be useful.

What service would you be using to ship packages?

nothing with an API. Perhaps something local. A kid on a scooter. Whatever.
