Why can I not download templates in MS Publisher?

When I try to download a template in MS Publisher, a list of templates appears under Visio.   When I try to download a template, an error message pops up saying "something went wrong while downloading your template".

Have you signed in with your Microsoft account in MS Visio?

Yes.   When I look for a template in MS Publisher, I find the one I want and try to download it.   I cannot find the same template in MS Visio, even though I am signed in.   I have the monthly plan.   Does that make a difference?
It looks to me like the Visio templates are showing up in Publisher when you search for Publisher templates (which is a bug, I'd imagine), and Publisher cannot open those Visio templates.
For what it's worth, I'm pretty sure this is a bug, and I'm trying to find out who to report it to. To be honest, the best way to report these types of things is to send a frown. There is a smiley face somewhere on your Publisher interface -- probably up at the right corner near your name. Click that and send feedback. Include a screenshot so they can see those Visio templates that appear as your results. I know it sounds like a lame copout, but I promise you this gets the info to the people who can resolve the issue.
Is it possible this is not available in the monthly plan?   I suspect that is the case, as I found this under Visio  Diagrams  Building plans and maps  Create a floor plan "Create a floorplan" Visio Professional 2019 Visio Standard 2019 Visio Professional 2016 Visio Standard 2016 Visio 2010 Visio 2007 Visio Online Plan 2 Visio Premium 2010 Visio Professional 2013 Visio Standard 2010.
I think I've figured out what is happening.

If I open Publisher and search for, say, Flyer templates, I get a lot of options. If I search for Floor Plan, I get 20 Visio templates as the results. This is because Publisher doesn't have any floor plan templates.

You can see "Visio: 20" at the top of your screenshot, so it's indicating that the results are Visio, not Publisher, templates.

If you search for a different type of template (flyer, for example), do you get Publisher templates, and can you open those?
Yes.   I was able to download the flyer template.   When I search for "floorplan" or even "floor" templates in Visio Online Plan 1, I get no results.   Again, I refer to the comment above:

I do not see VIsio Online Plan 1 mentioned.   Is there some way to switch from Visio Online Plan 1 to Visio Online Plan 2 so as to be able, presumably, to download one of the floorplan templates that pop up when I look for a template in Publisher?
