Outlook randomly disables Workshare add-on for one user only out of 10.

I have one add-in that continuously is disabled in Outlook for one user out of 10. All users on the same desktop setup, Dell workstations. The add-in is from Workshare and scrubs / cleans documents prior to emailing so it's in high demand and a pain when it stops working. Any ideas how to troubleshoot add-ins in Outlook and how to prevent them from being disabled. Nothing different on her workstation other than a USB drive she uses for personal data.

Add-in stops working at random times throughout the day. I remove it from disabled items, enable and it works for an hour, a day, until randomly stopping. No indication when it's going to become disabled again.

Try first:  Delete the Outlook Profile (Control Panel, Mail), uninstall Office, restart, install Office and fully patch, make a new Profile and Account and test.

If no, try second: Make a new, test, Windows User Profile (Account).  Log into the new Windows Account, set up Outlook and test.

This has been going on with this one user for years and seems to come and go. It's back again and lately has been acting up daily. Usually once it's stable it doesn't happen for 8-9 months and I go into Disabled Items and enable. The user and Outlook profiles have been replaced. The entire computer for this matter. She has allot going on with her workstation as she is the administrator for everyone in the office. Shared calendars, contacts, additional apps, larger workload I believe is causing the time for Workshare to load to exceed Outlooks time limit.

The reported error is below and the time is not off by much. My understanding is there's a way to configure outlook to wait longer for certain add-ins however I've not been able to find this for office 2013. May move her to Office 2018 but don't want to just for the sake of it.

So now you need to look at repairing the user's Exchange or local mailbox.
If anything I think Outlook itself is causing a false issue. In the application error it states

Outlook disables the add-in because of a slight delay. I know it's long in a technical sense but not in the way that if Outlook can be adjusted to wait 1500 ms (and my client would not mind) then this would stop happening.

I can't see it being in exchange.

You said "This has been going on with this one user for years"  so there must some underlying issue besides Outlook (because all was replaced)
Agree, the entire SBS server was replaced and this continues with Server 2016 Standard / Exchange. I mentioned her workload is larger than anyone else's because she's shared out with all users, has more apps than other users, meaning her computer starts up a little slower because of the additional configuration. I'm sure this is where the problem lies. It's gotten allot better over the years on different versions of office from 2010, 2013, and we're about to move to 2019. However until then curious if this is something that can be configured to be more stable by configuring Outlook to bypass it completely or adjust the time Outlook disables it.
Any chance the user's domain profile is damaged?
Unlikely, after added her to the new domain after the migration this option was already done. She's also had new computers which created a new profile over the years. I really think a tweak in Outlook is needed or she's running something 3rd party causing it. All she has 3rd party is a USB drive and her phone is  plugged in from time to time.
I don't really understand why 9 out of 10 users are fine and one user gets all new gear and still has issues. This one is confusing.

Do others have the same phones?
Also, is something different about this one user's Outlook file than the others?  I assume the mail files are within Outlook size limits, but if this one user has a larger than workable size file, does that cause an issue for your add-in?
Now it's taking on more of an issue with Workshare. This week alone three more users witnessed the same issues with the workshare add-in being disabled. Client really needs this to work in order to send legal documents that are time sensitive so it's a massive pain.

I'm going to open up a ticket with Workshare support and I'll let you know what they say. As well now that it's switched to network, exchange (unlikely), or workshare it changes the scope of this thread. If you have any ideas what would cause one add-in to fail for multiple users let me know. Or of a way to control the add-ins, whether adding time before Outlook disables them or removing some that aren't needed.

I am going to upgrade the users from Office 2013 to 2019 over the weekend and will provide an update. I'll also completely removed office 2013, run the office removal tool before installing 2019. Should help, won't hurt.
