Make sure:
(a) you are at IOS 12.1.3 or newer.
(b) Control Panel, AutoPlay is set to prompt for your phone.

Works great here, but I am on Windows 10.  If the above does not work, it is possible that Windows 7 will not keep up (out of service months from now)

Note:  You would need to restart if you made changes above.

Hello 100Questions

Unplug your iPhone from the USB port and

Go to Settings >General > Rest
Tap on the Reset location & Privacy

Then plug your phone back up  and then you should get a pop-up message asking if you want to Trust this computer
Say yes. If iTunes opens automatically when you plug in your pc you may get a message within iTunes asking if you pc should recognize this device.  Click yes

After doing these steps you should be able to see your DCIM folder within files/windows that contain your photo/videos
Get another lightning cable, preferably the one from Apple to connect your iPhone to your computer.
I had a similar problem and it was with an off-brand lightning cable. It would charge just fine, but I could not do data transfer with it.
I agree with William and Jackie, you must use a genuine lightening cable as I have run into this problem as well, my cable charged the phone fine but would not let me view the data on the phone.
1) Try a different lightening cable one that was shipped with the iphone. Or a genuine lightening cable that comes from the iphone manufacturer.
2) Try plugging the phone into a different usb port to see if the folder will show up.
3) Unplug the usb cable from the computer restarting the computer. then replug in the usb cable into the computer
I assumed you used the Apple cable (no reason not to).  Did you check AutoPlay and the suggestions earlier?
John, those lightning cables are notoriously weak. They don't reinforce the connectors well and most people yank them out by the cable, so over time they will fray and break. If you get on Amazon or eBay and buy another cable, there are tons of knock-offs that look exactly the same and cost a couple bucks cheaper than the real deal from Apple. Many people don't know the difference.
I agree with William, lot of people replace their broken or lost cables with inferior cables that you can buy cheaply elsewhere.... Although these cables do effectively charge their phones they can not be used for data transfer. I have tried some of the knock off cables and they do not work to transfer data.... I know this from experience.
