How to clone a List/PowerApp and Workflow

Here is the scenario (Office365):  
  • I have a list and a powerapp that adds/updates listitems
  • I have a workflow using the SharePoint 2010 Template which writes out a word document to an associated library
  • all this works fine

Now the wrinkle:
I need to be able to clone the list, library, PowerApps and workflow, in spirit creating a set of items many times (one per building where there are many buildings).
How can I accomplish this?  I thought that perhaps I could build a site template with the set within and then create site/collections based off that per building, but then how would I do a rollup of the site/collections (a higher level view/aggregate)?

depends on what you want to achieve.
you can use the copy list in sharepoint to office 365 tool and duplicate it.
OR you use a 3rd party software like sharegate (one user licence as you just need 1 admin to do so) and restore it faster for you.

This isn't a manual process.   I need to build this using either SPD and a workflow, or MS Flow.
