It is difficult to answer your query without looking at your form. We have deployed many applications on PowerApps in last couple of months which are tied to SharePoint lists and we have not observed this behavior. <br />
<br />
PS: If you are talking about fields auto arranging themselves during design time when you are trying to arrange them then that's a standard behavior. That can be controlled by managing fields order and number of columns at Form level. <br />
