Cannot open jpegs with Microsoft Photos, says "the app didn't start."

There's someone at work with a laptop that has Windows 10 Enterprise. He cannot open .jpeg files. He gets some error message that says "The app didn't start."
     I went to his Control Panel \ Default Programs. His .jpeg files are defaulted to open with Microsoft Photo.
     The following fixes I tried did not fix the problem:
          -Opening a command prompt as administrator and...
          .....typing:   dism /online /cleanup-Image /ScanHealth
          .....typing:   dism /online /cleanup-Image /RestoreHealth
          -Opening a command prompt and typing:   SFC /scannow
          -Then restarting.
          -Going to his "Apps and Features," choosing "Microsoft Photos," then "Advanced Options" and then...
          .....clicking "Repair."
          .....clicking "Reset."

Make a new, test, Windows User Profile (Account). Log into the new Windows Account and see if photos open properly. If so, the user profile could be damaged.

Probably a bit off topic but why someone will mess with Microsoft photo when there are so many good Image Viewers like Irfanview

I forgot to mention that this problem also exists when I'm logged in as admin.

I've never heard of HoneyView before, but from the initial research I've done it seems like a good utility. I'm definitely going to add this one to my list. Thanks.
