=IF(AND(A1>5.5,B1>5.5),TRUE,FALSE) or IF(AND(A1<2.4,B1<2.4),TRUE,FALSE)

Here is just a basic true false output

=OR(AND(A2<2.4,B2<2.4),AND(A1>5.5,B1>5.5))

If you need actual values like SI you will need to use IF
=IF(OR(AND(A2<2.4,B2<2.4),AND(A1>5.5,B1>5.5)),"SI","")
