I would like to check is there a way to make an Image/Picture resolution look better other than using photoshop? In Jpeg and Png format.

There is no way any tool can increase resolution.

All tools can only decrease resolution.

You can sometimes sharpen colors which may make images look slightly better when small versions of images are served.

What you're asking is very complex with many factors.

Likely best if you attached a raw image you're using to start your process.

Then describe what you mean by "look better".

Also state target image size/quality.

This will provide clues for people to post suggestions.

If many images are involved, this changes your toolchain to only use scriptable tools which can be used to repeat an operation across all images.
