dcpromo failure
Hey Experts,
I am currently trying to migrate our old AD DS from a 2008 R2 virtual machine onto a new 2016 VM. I have already installed AD DS onto the new server and copied everything over. The issue I'm running into is when, I run dcpromo.exe on the 2008 R2 so that I may demote it. I get to the end of the installation wizard then receive the error,
"Active Directory Domain Services could not transfer the remaining data in directory partition DC=DomainDnsZones,DC=xxxxx x,DC=loc to Active Directory Domain Controller \\xxxx.xxx.loc"
"The directory service is missing mandatory configuration information, and is unable to determine the ownership of the floating single-master operation roles."
I've done some research, and have run the cmd, dcdiag /test:dns /V and then dcdiag /fix (I didn't see any errors though) I've also run the cmd, netdom query fsmo
They all show that the new 2016 DC is indicated.

As commented above try changing the DNS order and try again.
After that
If the tests in the below article are passed you are good to go.
