and how code reuse is enhanced by giving me an example or two of how this is a benefit. For example, a library that can be re-used between various platforms.

And is .NET Standard 2.0 a part of the open sourcing of the .NET Framework? Or is it MVC that is open sourced?

It has little to do with code reuse per se. When I think of code reuse I think of creating  a library and in future projects importing that library.
.net standard 2.0 allows the portability of the application i.e. to run on .net core 2.0 and .net 4.7.1
Yes Microsoft is open sourcing .net so that it instead of being windows only it can be run on other operating systems i.e. linux, OSX.
