Windows 2012 R2 server running really slow.

Guys,

I have a windows 2012 r2 server that has begun running incredibly slow. It take 30 seconds just to open google chrome from a fresh boot. HD response times are sitting at 20-70 right now but if i open something they jump up to around 200-500ms. I have check all of the hardware with open manage and nothing shows to be failing. I have defragged, cleanup up junk and temp files, also run chkdsk /r. Im not sure where to go from here. This is a Dell T320 with a xeon E5-2430 with 32gb of ram. It basically just a file server

Is it running updates?  Check that first as updates may need to be applied.

I have check all of the hardware with open manage and nothing shows to be failing.

It still looks like a disk issue.  Can you get the server manufacturer's RAID controller and drive test application to see about either disk or controller failures.

Open an Admin Command Prompt and run SFC /SCANNOW.  Allow it to complete. If there were unresolved errors, run it a second time.

After checking for updates and running SFC, restart and see where you stand.
Also, good (normal) RAID controller software management will quickly tell you if a drive in the RAID set failed. That should be evident, so check that quickly as you would need to get that replaced quickly.

RAID shows all healthy. Physical drives are good. Virtual show health. Inside Openmanage I have no red x or yellow !. I am currently Running ultradefrag, c: shows 7% fragmented so im doing a full optimization.

What did SFC day?
Its been a while since I have run it, couple days, going to run again just to confirm. I also added a defrag screenshot above.
So:

1. Disk Health:  OK
2.  Updates:  Done
3. Operating System remains.

Please let us know about SFC.

Use Resource Monitor (start > run > resmon) > Disk tab. Check if any activity stands out (sort on PID, Total bytes, whatever gives you a clear idea what's being used). From there you can make some other conclusions.
What Antivirus application is running on the Server.  When is the last time you did a Full Scan?
I'd add to Kimputer's comment.  Whenever there is a speed issue, I start with Task Manager and then with Resource Monitor.  It's hard to fix a speed issue when you've not pinpointed what is slow.  Look at CPU, RAM, and Disk utilization.
I have looked at TM and resource manager. Nothing looks weird except for some response times. CPU is never above 10%.

I am starting dism.exe  /online /Cleanup-Image /RestoreHealth now. We scanned this week. its running Kaspersky Endpoint Security.
Windows Foundation package is having issues.
Do you have something with Languages installed?
DISM should work (it works in Windows 8)  Please let us know about that as well.
DISM finished and said it corrected corruption, however after a reboot im not seeing much improvement. Im attaching a screen cap of the resource monitor. It just took google chome 27 seconds to fully open.

check what toolbars, extensions chrome loads when started, what site is it trying to open?
i.e. start chrome with extensions off

You seem to attribute slowness of the server based on a slow response of a single application.

Potentially you have kasperkey browser options and others ...... that  might explain why chrome is taking a while to load.
I noticed that you have drives in a RAID, and that the RAID is showing good, however I have seen this type of issue if you are not using RAID certified drives and one is in the beginning stages of failure. It has to do with the timeout for error recovery.

If you are using drives which have ERC/TLER enabled (should be disabled for dives in RAID) there is an extended delay when the drive encounters a read error before the drive reports to the controller that it had an error and then the controller queries the other RAID members to generate the requested data. These types of read errors will not necessarily cause the array or even the drive to trip into failed state since the controller is able to retrieve the data before a full time out.

Very often the GUI does not provide the full drive status on read errors also called URE. The way to get this information is usually from a dump of the controller log. How this is obtained depends on the controller. If you are doing software based RAID rather than a hardware RAID then the information my not be available to you anyway.

As an addendum, UREs on multiple drives can cause an array to fail on rebuild so be sure to check all the drives in an array and have a good backup! RAID is redundancy, it is not a backup.
arnold raises a good point.  On this system with no antivirus and Firefox it can take 15 seconds for Firefox to open.  Chrome is even more bloated than Firefox.  With an antivirus installed everything should take around 2 to 3 times longer.   If there are Chrome modules installed it would take longer than that, particularly so if one or more of them is phoning home to check for automatic updates.  So 30 seconds for Chrome to open is not impossible.

Suggest:  Check the performance of other applications and see if Chrome is the only one dragging.
Arnold - i was just using chrome as an example. Its all applications that seem to be slow. Last night I ran a test on their server with Crystal Disk Mark last night and got 37mbs read and 4.9 write.

Rowan - The raid shows healthy in Open Manage. All virtual and physical disks show good. This raid is a PERC S110 controller and has been in place with no issues for 3 years. The drives in the array are:

  SEAGATE ST2000NM0033

  Disk Family

  Constellation ES.3 2000NM0033

  Form Factor

  3.5"

They are the ones the server came from dell with.

S110 is not a hw raid controller.
If not mistaken it consumed CPU resources.
You have sata drives,
Which raid do you have?

Check advanced system settings, pergormance, make sure it is set for pergormance, under advanced, if it is set to prioritize for file server (background).
If this is a file how heavy is the demand to access files, write files?

Three years, how much sata is being accessed at one time?

You could reprioritize the server for applications.
Under the advanced system settings, prioritize resources for programs. Check how much space is allocated for the paging file?
Your system might be paging and that would manifest in slow response.

Arnold, I just changed the system setting to best performance. Also, the paging file is 32755 MB.
You allowing windows to manage your paging file.
The best performance is aesthetic in nature, you have to go through the advanced tab, performance, advanced to categorize the server as an application server by prioritizing cpu and memory for programs/application  versus background

How much RAM does the system have that it consumes an additional 32GM of page file (writing data in and out from DISKS) This will impact performance if it needs to shift this much data in and out.

bginfo was an app that will show you on the desktop what roles the system had..
The server has "programs" checked. Server has 32gb of ram.
32gb with 32GB of page file, adding more memory to improve performance is the cheapest and straight forward.

how many memory modules are installed in your system? And which Type Udimm or rdimm
2x16GB
4x8gb
T320 can max out at 192GB
Hopefully you do not have UDIMM nor Single/double ranked modules.
In which case the memory you purchase would be added to what you have versus a replacement...

Do you think an additional 32gig is enough?
After speaking with Dell support they informed us that the array was "spliced". Ive never heard that term but long story short the S110 wasnt able to keep up with the read write with the array being spliced. Resolution was to make a vd backup of the drives, format and recreate the array and then restore the VD backups.
This question needs an answer!
