AD Migration from Windows Server 2003 to 2012, Prerequisite failed, RPC server is unavailable and adprep could not retrieve date from server Primary AD

Hi Experts,

I'm having an issue with this error, had tried the MS KB and turned off Windows FW and remove Antivirus.

User only have 1 AD, windows server 2003, want to migrate to windows server 2016, i'm provisioning windows server 2012 R2, joined domain, ADDS installed, but stop at prerequisite.

"Verification of prerequisites for Active Directory preparation failed. Unable to perform Exchange schema conflict check for domain abc.com.my
Exception:The RPC server is unavailable
Adprep could not retried date from the server AD2003.abc.com.my through WMI. "

still no lucks to go through.

what i had tried:
---------------------------
* the windows server 2003 having exchange previously, but already move to Gmail.  
*i had uninstalled exchange 2003, thought removed the schema will help, but show same error.
* DCdiag show healthy in windows server 2003.
* i had tried to adprep from windows server 2012, but i get RPC server unavailable.
*i tried with windows server 2008, adprep, forestprep done, but once promoted to become member AD, replication failed and dcdiag become not healthy.
*i tried to adprep with windows server 2008, but promote with windows server 2012 r2, same error
* i had checked WMI with wmidiag, it mention warning for dcom,  impersonate as a service was set to a non-default level, had changed to identify

im run out of ideas, any advice?
i suspect could it be the permission setting in GPO?

A few questions:
1. Check Forest/Domain functional level, what level is it set to? Make sure it is set to at least Windows Server 2003 level (not 2000).
2. How many DCs do you have? Are they all Windows 2003?
3. Have you run DCDiag on all the DCs? Are they any outstanding errors?
4. Are all the FSMO roles up and running?

is 2003

1 DC only

3. Have you run DCDiag on all the DCs? Are they any outstanding errors?
Dcdiag looks healthy.  all the test is passed

4. Are all the FSMO roles up and running?
May i know how to verify this?
Same error showed in windows server 2016
Check the firewall is not enabled which may be blocking WMI and RPC queries to the DC.

Hi Peter,

i had turned off the windows firewall services. And the MS KB, i had tried as well. somehow is not working.

even the DCOM permission i had tried as well. really run out of idea.
When you ran the DCDiag tool, did you run it on the DCs themselves or from the Windows 2012 server?

On the DC, run SecPol.msc and Check Local Accounts, User Rights Assignment and 'Logon as a Service' and you should have a list of allowed accounts including Network Service should be listed.
